The Bureau of Cannabis Control is pretty much driving everyone crazy at this point. You can't call them, and when you email them, they just quote regulations back at you. It's hard to tell if they even know what they are doing, yet you have to satisfy their requirements and keep them happy in order to operate. It feels like typical government bureaucracy. :(
You definitely don't want to miss anything in your application form submission process! It could delay your license by months, so it's definitely not advised to write short informal answers in these forms. Up until February of 2019, we didn't know what the BCC would definitively require in terms of operating procedures from applicants. We are now learning that, even if you submitted full SOPs earlier in the process, the new application forms must be submitted and are meant to satisfy the entire requirement for operating procedures. For most applicants, these include Non-Laboratory Quality Control Procedures, Inventory Procedures, Security Procedures, Transportation Procedures, and Delivery Procedures. Manufacturer's doing closed-loop extraction will also be required to submit a Hazard Analysis plan.
